Odd choice. My reputation doesn't carry over from the main stackexchange.com site. I tried to be a good citizen and upvote some helpful answers that were below less helpful answers, but was rebuffed.
If you have 200 reputation on any site in the network, you should be granted a +100 bonus when you create an account on a new site. That's enough to let you vote and comment, but not quite enough to downvote.
