VLC 360° Technical Preview
Those 360 stereoscopic videos are usually precomputed. side-by-side or top-bottom videos. But you need a headset to view them, like Vive or Daydream.
We are working on this for VLC.

You can show top/bottom or side-by-side stereo on a 3D TV as well.
